It is proposed that the Puisne Judge, who should always be a lawyer and capable of acting in the absence of the Chief Justice, should receive £1200 a year, and that the Police Magistrates, who need not be lawyers, should receive £800 each - making a total of £2,800; which would be £900 in excess of the present expenditure, but £200 less than if a third magistrate at £700 were added to the existing Establishment.
I would recommend that Mr Callaghan be transferred to the Office of Puisne Judge; that Mr. Mitchell, the present Assistant Magistrate, be appointed First Police Magistrate, and Mr. C.
